Norway offers a unique higher educational system for qualified international students all over the world. It is noted that internationalization is a top priority within all sectors of the Norwegian educational system, and universities and university colleges are constantly working to attract more international students.
Around 15 000 foreign nationals are currently enrolled at Norwegian institutions of higher learning. And international students may apply for admission to a variety of undergraduate and graduate degree programmes.
It is also interesting to note that all university and higher education for international students in Norway are without any tuition fees.
But there is a recent proposal to introduce tuition fees payment for international students if the Norwegian politicians have their way. The center party (SP) is considering it normal for the Norwegian government to commence tuition fees payment just like other Scandinavian countries like Sweden and Denmark. The Christian Democrats (KrF), The Progress Party (Frp) and the Youth organization of the Conservative Party (UH) are all in support of the proposals to start tuition fees payment.
The Conservative is against the tuition fees payment. According to Bent Høie, the positive side of the international student in Norwegian higher institution is that its helps to boost the higher edu-cation status in Norway. The student union leader also disagrees with the introduction of tuition fees. Bent Høie cited the Swedish experience that are now loosing grounds in the diversity within research due to the introduction of tuition fees in Sweden some few years ago.

And it would be advisable for international students that are looking for admission into Norwegian Universities to expedite action in their admission processes in order to avoid payment of the tuition fees before the proposal is implemented.
